SUMMARY: The Certification Specialist is responsible for leasing and certification functions for Kavod Senior Life in compliance with HUD guidelines, federal and state laws and organizational policies and procedures. This role provides support to the Director of Leasing and Administration, Chief Financial Officer and President/CEO as needed, and reports directly to the Director of Leasing and Administration.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Leasing, Move-Ins, Move-Outs, Transfers, and Waitlist Management
- Respond to inquiries from prospective residents (Independent Living and Assisted Living), conduct property tours, and follow-up after tours. Maintain statistics on inquiries, tours, applications, and move-ins.
- Assist applicants with completing application materials and ensure processing is completed per admissions procedures, including: verifications, background checks, and landlord references.
- Maintain the Waitlist in compliance with HUD guidelines.
- Maintain Vacancy List and provide updates during weekly Leasing meetings.
- Send completed applications to Resident Care Coordinators for entrance interview scheduling.
- Lease apartments in accordance with HUD guidelines. Collaborate with the Leasing Assistant and Resident Care Coordinators to ensure all applicant files are complete and provided to the Director of Leasing and Administration at least two days prior to lease signing for audit review. Conduct move-in orientations and unit walkthroughs.
- Following lease signing, update leasing software, process payments, notify staff of new residents, distribute emergency contact information, secure all documentation, and generate EIV reports as required by HUD.
- Coordinate unit transfers, including lease signing, orientation, walkthroughs, and rent certifications. Submit transfer certifications to the Director of Leasing and Administration at least two days prior to lease signing for audit review. Secure required forms (Intent to Vacate or Unit Transfer) to initiate the process.
- Assist the Marketing department with outreach events to promote Assisted Living, such as occasional community resource fairs, on site open houses and the annual Kavod on the Road conference. Participate in strategy discussions about successful ways to attract new private-pay move ins (AL).
- Share leasing responsibilities equally with another Certification Specialist.
- Annual and Interim Certifications
- Conduct annual and interim recertification meetings in compliance with HUD/FHA requirements and the organization’s Recertification Manual.
- Maintain EIV User designation and adhere to HUD/EIV policy at all times.
- Stay current with HUD regulations, including Multifamily Housing Handbook 4350.3, as well as updates to HUD and Fair Housing programs.
- Schedule and distribute 60–65 certification notices per month in compliance with HUD timelines.
- Meet with 30–35 residents per month to collect documentation and conduct apartment inspections. Submit annual inspection forms within one day, issuing work orders immediately for emergency items.
- Copy required documentation and return originals to residents.
- Prepare and submit third-party verifications (income, assets, medical expenses), making at least two verification attempts per requirement.
- Compile monthly recertification worksheets and submit to the Director of Leasing and Administration by the 25th of the month for audit/review. Correct errors as directed and obtain final approval prior to processing.
- Prepare HUD Form 50059 in leasing software, generate resident copies, prepare meals letters, and assemble recertification packets per policy.
- Issue rent and meals change notices and required 120-, 90-, and 60-day notices by the 1st of the month.
- Review recertification details with residents, explain rent changes, and obtain signatures no later than the 9th of the month.
- Maintain certification-related spreadsheets (recertification lists, meal subsidies, interim certifications, etc.) and keep HUD/verification forms up to date.
- Conduct annual tenant file audits (for both new move-ins and current residents) using the Tenant File Review Worksheet, in preparation for CHFA reviews.
- Assist the Director of Leasing and Administration in preparation for management and financial audits.
- Maintain accurate, organized, and up-to-date resident files; manage archiving and assist with storage processes as required.
- Share recertification responsibilities equally with another Certification Specialist.
- General Duties and responsibilities.
- Notify appropriate personnel of monthly move-ins, move-outs, transfers, and resident deaths.
- Coordinate unit turnovers with Director of Facilities to ensure move-in in timely manner. Inspect apartments when turnover completed by Facilities.
- Maintain a working list of residents’ furniture needs and try to match to furniture left behind by former residents that needs to be rehomed.
- Alert Resident Care Coordinators and other appropriate staff of concerns regarding personal or social tenant problems that arise. Concerns are communicated through memos and copies maintained in the tenant file.
- Process and keep current Reasonable Accommodations/Modifications requests and Meals Exemption Requests.
- Keep current on all updates and changes in HUD and Fair Housing programs and requirements.
- Provide coverage of essential duties for Director of Leasing and Administration, Certification Specialist, and Leasing Assistant during time off and as requested to ensure timely processes. Provide essential training/tours to new hires at Kavod (job shadowing/interviews).

- Escorts residents to meals and building activities, as needed. Personal and physical assistance such as lifting, transferring, or carrying will not be done by staff.
- Provides regular contact checks and reassurance for residents and document anything out of the ordinary.

SUMMARY: To assist the Life Enrichment Director in enriching the lives of the residents of Kavod Senior Life by providing access to day trips and outings.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Responsible for assisting Life Enrichment Lead Driver and Life Enrichment staff on outings and days trips as assigned by the Director of Life Enrichment.
- Van driver for Senior Living, Assisted Living and Kavod on the Road trips; Drives 10 passenger van for regularly scheduled routes and planned outings, including trips to concerts, grocery stores, restaurants, museums, etc., and community events. Operates the wheelchair lift when necessary.
- This includes, but is not limited to: assisting residents with boarding and departing the van, check-in of residents as they board the van, assist with carrying groceries for residents, making sure residents are properly buckled up in their seats, safely escort residents on outings as directed, and providing assistance as needed. Provides compassionate and safe care while complying with Life Enrichment safety protocols.
- Must be available to work various weekday hours including limited weekend hours.
- Performs daily cleaning of the van upon trip completion to include trash removal, sweeping and seat belt check

Part-Time Resident Property Manager Assistant – Day Shift (Saturday, 7:00am-5:00pm)

SUMMARY: The Resident Property Manager Assistant (RPMA) provides responsive community oversight outside of standard business hours, primarily covering Saturday daytime hours. This position also serves as backup for overnight shifts as needed due to vacation, illness or other gaps in coverage. This critical role provides timely response to resident and property emergencies, conducts as-needed basic maintenance, produces incident reports, monitors the grounds and provides certain resident support services at the front office. The Resident Property Manager Assistant interfaces with Kavod staff, residents, community members and emergency response personnel. Reports directly to the Resident Property Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- The Resident Property Manager Assistant is on‑duty between the hours of 7:00 AM and 5:00 PM on Saturdays. During this time, the Resident Property Manager Assistant oversees the complex. Due to the demands of the position, any break time will be paid time as the RPMA must remain onsite and available for emergency calls for the entirety of the shift. The front office service hours will fluctuate between the hours of 10:00 AM and 4:30 PM and due to emergency demands of the position.
- Monitor telephone calls and enter all calls and brief result on a telephone log as received. The Resident Property Manager Assistant will be paged by the voice mail system and will access the message system as soon as possible. Calls shall be handled in the following manner:
- Direct business callers to the appropriate department’s voicemail. If unsure about who to connect them to, ask them to call back during business hours.
- Follow the Facility Emergency On‑Call Schedule for emergency facility problems. Provide immediate assistance for overflow plumbing or other problems which pose a health or safety hazard to residents.
- Ask residents with non‑emergency facility requests to call the office during regular business hours.
- On weekends and holidays the check-in system will need to be activated and the list of residents who do not push their check-in button will need to be checked upon as soon as possible in case of an emergency.
- Assess Resident Care Coordinator calls. Treat emergencies in accordance with emergency guidelines. Ask others to call the office during regular business hours.
- Call the Resident Care Partners and relay a message when a resident’s family calls about Assisted Living.
- Defer calls that are NOT emergencies.
- Follow the Resident Emergency Guidelines for emergencies. Complete a Resident Incident Report immediately following the emergency while all details are clear. Good judgment is essential. Limits are set to help residents maximize independence. Call on‑call Management when necessary.
- Follow the Fire Alarm Response Procedure for fire alarms. Complete a Building Incident Report.
- Check the building and grounds per the Night/Weekend Building Check Procedures (Tag #13 in the red emergency book) at least two times each weekday evening and four times each day/evening of the weekend. Document Facility problems or any concerns viewed during surveillance checks on a Building Incident Report to include any action taken or needed.
- When a resident is locked out, unlock the door personally for them. Log all lockouts on the Telephone and Incident log sheet (weekly report form).
- Oversee all activities in the buildings and on the grounds. Pay attention to the safety and well‑being of the residents and protection of the complex. Assess concerns and use good judgment.
- Need for immediate follow‑up: Respond immediately to any situation that poses a health or safety hazard to residents, e.g., plumbing overflows, soiled bathroom, soiled furniture in common spaces, elevator problems, ice on the bridge, fire alarms, etc. Use the Facility Emergency On‑Call Schedule for guidance and document according to confidentiality and documentation guidelines.
- Assist with resident activities as requested.
- If less than two inches of snow falls on a weekend or holiday day and facilities is not scheduled to be in within 12 hours of the snowfall, shovel the main entrances, exits, public walkways and sidewalks for each building. If more than two inches of snow falls, call the on‑call facility person for assistance.
- Fill out the correct form for any situation requiring follow‑up on next business day and send to the appropriate staff.

On-Call mornings/days/evenings
On-Call QMAP overnight shifts will receive $1.00/hr for shift differential.
We require employees to be vaccinated against influenza with certain limited exceptions.
